L.A.’s traffic battle plan: More rail, but also Uber, bicycles, cars and a lot more dense development

Voters will decide on Measure M in early November 2016 — a proposed sales tax increase on the ballot to raise money for Metro that help fund transportation expansion and improvement throughout Los Angeles. Juan Matute, associate director of the UCLA Lewis Center and Institute of Transportation Studies, comments that investments should be coupled with policies that discourage driving in order to be the most effective.
