How California could make better use of $28 billion in transportation spending

The report recommends that California encourage congestion pricing on busy highways to manage demand and generate revenue that could be reinvested in more affordable and convenient transportation.

Ethan Elkind (UCLA School of Law and UC Berkeley School of Law) and Cara Horowitz (UCLA School of Law and Emmett Institute on the Environment and Sustainability) contributed to a study indicating how California could better coordinate transportation spending. Specifically, they advocate for improved maintenance of existing roads and improved public access to walking, biking and transit infrastructure.
