Daniel Swain on the negative effects of cloud seeding

Synopsis: CNN reports on the debate over cloud seeding as a way to mitigate climate change. Swain is quoted on the potentially negative impacts of cloud seeding, such as redistribution of precipitation.  

UCLA News: Swain warns about the harmful consequences of this practice. “It is possible that you’re actually stealing water from someone else when you do this, because it may be, at least on a regional basis, a zero-sum game where if water falls out of the cloud in one spot, it’s even drier by the time it makes it downwind to the next watershed.”
