Synopsis: Bloomberg reported on California’s difficulties with drought-relief efforts.  

UCLA News: Swain used an analogy to explain how California has yet to catch up to losses incurred during drought periods. “If you think about drought as an overdrawn bank account, we have had a couple unexpected deposits in October and December. But right now we are right back to overdraft.”
